The Challenge

In 2018, the rapid digital growth of Clece and its subsidiaries presented a structural challenge: managing consent and regulatory compliance coherently across an increasingly broad and decentralised digital ecosystem.

At that point, the company already had 34 active domains, managed by multiple internal teams and external suppliers. The environment was characterised by:

  • Diversity of technologies and CMS platforms.
  • More than 20 different stakeholders across internal departments and external teams.
  • Progressive growth of domains and continuous updates.
  • The need to apply uniform regulatory criteria to consent management in accordance with GDPR and cookie legislation.

The complexity lay in ensuring uniform, consistent and sustainable application of the regulations across all domains, regardless of their technology, supplier or responsible team.

Faced with this situation, Clece made a strategic decision: to fully centralise consent management and establish a robust, scalable model built for the long term.

The Objective

When the collaboration with All Around began in 2018, the goal was to design a centralised consent governance model that would enable:

  • Unified standardisation: Consolidating privacy management within a single Consent Management Platform (CMP), applying uniform technical and regulatory criteria across all domains.
  • Operational efficiency: Eliminating the internal coordination burden across multiple stakeholders.
  • Continuous control: Ensuring permanent oversight and adaptation to technological or regulatory changes.
  • Structural scalability: Allowing the digital ecosystem to grow without increasing organisational complexity.

The Solution

To achieve this, Cookiebot was implemented as the central consent management platform. As a Certified Platinum Partner, All Around designed and implemented an operational model combining strategic centralisation with decentralised execution.

1. Centralised Implementation and Multilingual Management

The CMP was integrated across all domains, applying uniform criteria for consent configuration and design.

Banner management and consent mechanisms are handled in 7 languages, ensuring regulatory consistency, technical alignment and a consistent user experience across all of Clece’s digital environments.

2. Comprehensive Operational Management

All Around did not merely define the strategy — it took on full operational execution.

  • Direct coordination with more than 20 stakeholders.
  • Adapting instructions to the technical level of each developer.
  • Tailored guides for WordPress environments, other CMS platforms and bespoke developments.
  • Technical validation of each implementation.
  • Active follow-up until correct application was confirmed.

Clece retains a strategic oversight role, whilst All Around leads the day-to-day operations, escalating only when an implementation requires additional support. This model frees the client from operational complexity and reduces organisational friction.

3. Continuous Monitoring

Since the start of the collaboration, a living catalogue has been built and maintained comprising:

  • More than 1,000 cookies identified and classified throughout the evolution of the digital ecosystem.
  • Constant auditing of more than 80 technology suppliers.

Continuous monitoring makes it possible to detect early deviations, validate changes and keep the compliance status of all domains up to date.

To support this oversight at scale, All Around has developed proprietary tools that provide real-time visibility of compliance status and facilitate the agile validation of modifications.
